I just saw the news that Italy and Spain have signed a new memorandum of understanding on healthcare. It seems quite relevant to those of us living in Spain, so I thought I’d come and chat with everyone about it.
As we know, previously, you could use your Spanish social security card to get treatment at a public hospital in Italy for emergencies during a trip or short business visit. However, in practice, this could sometimes lead to minor hassles, like complicated reimbursement processes or foreign hospitals being unfamiliar with the policies. This new agreement, as discussed in this medical comparison, seems aimed at making healthcare cooperation between the two countries smoother and more profound.

Potential Changes Brought by the Agreement
Although the official press release is quite broad, based on past experience and some available information, I’ve summarized a few points that could have a real impact on us:
Interoperability of Electronic Health Records and Prescriptions
This is what I find most practical! The agreement mentions strengthening cooperation in the digital health sector. If electronic health records and e-prescriptions can truly be mutually recognized between the two countries in the future, it would be incredibly convenient. For example, if your family doctor in Spain prescribes a long-term medication, and you run out while traveling in Italy, you could directly purchase it at an Italian pharmacy with your Spanish e-prescription, saving you the trouble of seeing another doctor. Of course, this is just an ideal scenario, and there are certainly many technical and regulatory issues to resolve for its implementation, but it’s a step in the right direction.
Specialized and Rare Disease Treatment
The agreement also mentions collaboration in specific fields like oncology, cardiovascular diseases, and rare disease treatment. This means that if certain treatment technologies or resources are limited in Spain, patients might be more easily referred to top hospitals in Italy for treatment in the future, and vice versa. For the average person, this adds an extra layer of medical security, especially when facing a serious illness.
| Area of Cooperation | Potential Benefits for the Public |
| Digital Health | Easier cross-border prescription refills and access to medical records |
| Specialized Fields | Potential access to higher quality or more timely treatment resources |
| Public Health Emergencies | Faster joint response to public health crises |
| Training for Medical Staff | Overall improvement in the quality of healthcare services is expected |
This agreement is a positive signal, showing that both governments are working to make life more convenient for residents, especially concerning healthcare. Although it will take time for many specific measures to be implemented, it at least gives us hope. In the future, when we travel to Italy, or when friends from Italy visit Spain, we should feel more at ease regarding medical matters. What are your thoughts on this agreement? Or have you ever had an experience using a Spanish social security card in Italy? Feel free to share!
