I just moved to Madrid not long ago and recently received a letter from the city council. My heart skipped a beat when I opened it—it was a penalty notice for my IBI property tax! It said I hadn’t paid within the deadline and now had to pay a late fee. I had always assumed IBI was paid at the end of the year and completely missed the deadline. So, just like that, an extra expense. A real ‘lesson learned’ moment. I wanted to share this experience as a heads-up for all property owners out there: don’t forget to pay your IBI!

How Are IBI Penalties Calculated?
After studying the penalty notice and doing some research, I finally figured out how the late payment surcharges are calculated. This penalty isn’t a fixed amount; it’s based on how long you’re overdue. The official term is “Recargos por declaración extemporánea sin requerimiento previo” (Surcharges for late filing without prior request). Simply put, if you voluntarily pay it late, the penalty is lower. It’s broken down into several tiers, which I’ve organized into a table with a link to more details on IBI penalties for everyone’s convenience:
| Overdue Period | Surcharge Rate |
| Within 3 months | 5% |
| 3 to 6 months | 10% |
| 6 to 12 months | 15% |
| Over 12 months | 20% + interest |
I was almost 4 months late, landing me squarely in the 10% bracket—ouch! If you’re over a year late, you’ll be charged a 20% surcharge plus interest, which is even worse. So, everyone, please pay close attention to the IBI payment period in your city. It’s usually between September and November, but it varies by municipality, so it’s best to check your city council’s official website to be sure.
What to Do After Receiving a Penalty Notice?
First, don’t panic when you get the notice. Read the letter carefully. It will include a new payment code and a new deadline. The process is actually quite straightforward, similar to making a normal payment:
- Online Payment: Simply log into your banking app, find the option for paying taxes/Tributos, and scan the barcode on the notice or manually enter the payment code. This is the fastest way to pay the fines for IBI property tax.
- Bank Counter or ATM: If you’re not comfortable with online payments, you can take the notice to a collaborating bank’s counter or use an ATM that supports bill payments. Just bring your bank card and the notice, and follow the machine’s instructions or ask a bank employee for assistance.
One last reminder: IBI payment notices can sometimes get lost in the mail, or you might not receive them if you’ve moved. The best solution is to set up a direct debit from your bank account. This way, the bank will automatically deduct the payment each year when it’s due, giving you peace of mind and saving you from ever worrying about forgetting or getting fined again. You can apply for this on your city council’s website or at one of their offices—I highly recommend it! I hope my little ‘tale of woe’ can help everyone out!
