I just moved from France to Barcelona not long ago and have been busy sorting out my new home. This led me to dive into the Spanish property tax system, and I discovered some significant differences from what I was used to in France. French Property Tax
In France, if you own a property, you must pay an annual land tax (Taxe Foncière). This tax is primarily calculated based on the property’s “cadastral rental value” (valeur locative cadastrale). This value is a theoretical rent assessed by the government decades ago, which is adjusted annually for inflation. The formula looks simple enough: half of the cadastral rental value × the tax rate set by the local government. But the catch is that this rate varies wildly from one city and region to another, ranging from a few percent to over twenty percent. So, your neighbor’s tax bill could be completely different from yours! When I lived in Lyon, I felt the rates were not on the low side.

Spanish Property Tax
Over in Spain, the equivalent tax is the Impuesto sobre Bienes Inmuebles, commonly known as IBI. The calculation here is also based on an official valuation, called the Valor Catastral. This value, also determined by the government, is theoretically much lower than the market price. The formula is similar: Valor Catastral × municipal tax rate. Compared to France, Spain’s IBI rates feel more ‘gentle,’ typically ranging from 0.4% to 1.1%. Moreover, many city councils offer early-bird discounts; you can get a reduction for paying in advance or setting up a direct debit, which is quite user-friendly, an important factor when deciding on buying property in Europe.

From my perspective, the cost of property ownership in Spain, tax-wise, seems a bit more favorable than in France. Of course, this is just my personal feeling, as the specifics vary greatly by city and property. For instance, the IBI in downtown Madrid will be worlds apart from that in a small Andalusian village.
