Spain’s Pension System Faces Challenges, Giving Rise to the Intergenerational Equity Mechanism (MEI)
To cope with the immense pressure on the Social Security Reserve Fund from the mass retirement of the “baby boomer” generation, the Spanish government officially launched a financial measure known as the “Intergenerational Equity Mechanism” (Mecanismo de Equidad Intergeneracional, MEI) on January 1, 2023. This initiative aims to ensure the long-term stability of the public pension system by adding a mandatory contribution to the payslips of all active workers, building up funds in advance for the future peak in pension payments.
MEI Contribution Explained: The Case of Murcia in 2026
As the number of retirees grows, the MEI contribution rate is adjusted annually. According to statistics from the first quarter of 2026, the number of pensioners in the Region of Murcia has increased to 190,500, a rise of about 14,200 in three years. Against this backdrop, the contribution standards for 2026 are as follows:
- Total Rate: 0.9% of the social security contribution base, an increase from 0.8% in 2025.
- Contribution Split: The employer is responsible for 0.75%, and the employee for 0.15%.
- Specific Amounts: Based on the average monthly contribution base of €2,106 in the Region of Murcia, each employee will contribute an additional €3.16 per month, while their employer will contribute €15.80. In total, each active worker contributes €18.95 per month to the pension reserve fund.

The Future Path of MEI Rate Increases
According to current legal planning, the MEI rate will continue to rise in stages until it stabilizes in 2029. This gradual increase is designed to ensure a smooth transition and avoid a sudden financial shock to individuals and businesses. The specific growth plan is as follows:
- 2027: The total rate will increase to 1.0%, with the employee’s share at 0.17%.
- 2028: The total rate will rise to 1.10%, with the employee’s share at 0.18%.
- 2029 to 2050: The total rate will be fixed at 1.2%, with the employee’s share at 0.2%. At that point, based on Murcia’s current average contribution base, an individual’s monthly contribution will rise to €4.21. This fixed rate will remain in effect until at least 2050.
The Region of Murcia’s Cumulative Contributions and Financial Impact
Since the implementation of the MEI mechanism, the total funds contributed by the Region of Murcia have shown rapid growth, reflecting the policy’s comprehensive execution and deepening impact. The revenue collected each year is as follows:
- 2023: €76.51 million.
- 2024: €103.34 million.
- 2025: €130.08 million.
In 2026, during the first quarter alone (the first three months), contributions from the region reached €11.92 million, a 31.4% increase compared to the same period last year. To date, the Region of Murcia has contributed a cumulative total of €321.86 million to Spain’s pension reserve fund through the MEI mechanism.
