Providing Legal Security for Traveling with Pets
The Government of the Region of Murcia announced on August 17, 2026, the start of a preliminary public consultation to draft a special decree regulating companion animal access to public transport in the region. José Antonio Verdú, the Director-General for Mobility and Transport, stated that the goal is to create a “clear, balanced, and socially relevant regulation” that provides legal security for both passengers and operating companies.
Balancing Interests and Promoting Coexistence
Verdú noted that with a growing number of residents wanting to travel with their pets, the decree’s core purpose is to effectively balance the rights of pet owners with the safety and comfort of all passengers. He emphasized that the new regulation will be built on a broad consensus, aiming to meet diverse needs, promote sustainable mobility, and provide a unified operational framework for transport companies to avoid inconsistencies.
New Rules to Detail Core Admission Requirements
This legislative initiative further develops Article 9 of the Region of Murcia’s Law 6/2017 on the Protection and Defense of Companion Animals, which already legally recognizes the right of residents to use transport with their pets. The upcoming decree will establish a common framework for the entire Region of Murcia and will detail several core admission requirements, including:
- Requirements for pet microchip identification.
- A complete and registered health and vaccination record.
- Standards for the use of pet carriers or restraint systems.
- Limits on the number and size of pets, based on public order and safety considerations.
Public Consultation: Channels and Deadline
The Government of the Region of Murcia encourages the public and interested parties to actively participate in this legislative process. Until October 16, 2026, any individual or organization can submit comments and suggestions through the official government participation portal (participa.carm.es) to contribute to the final drafting of the new regulation.
